A CASE AGAINST THE SIMULTANEOUS USE OF MARKET ACCESS RESTRICTIONS, DOMESTIC SUPPORT, AND EXPORT SUBSIDIES AgEcon
Garcia, Roberto J..
The Uruguay Round of GATT introduced market disciplines to international trade in agricultural commodities. However, in cases where countries negotiated the right to limit market access, support domestic production at high levels and subsidize exports, the spirit of the WTO rules have been violated. The Norwegian meat market (beef, pork, lamb and mutton, and chicken) situations are studied in terms of the policy implications and WTO commitments. If Norway's policy objective is to target some level of production that satisfies its non-trade concerns, then semi-decoupled income support could be an improvement over a policy mix that simultaneously restricts market access, provides domestic support and applies export subsidies.

A Comparison of Risk Exposure in Aquaculture and Agricultural Businesses AgEcon
Flaten, Ola; Lien, Gudbrand D.; Tveteras, Ragnar.
Agriculture and aquaculture have common features associated with their biological nature affecting risk exposure of the businesses. The aim of this paper is to compare risk exposure in salmon farming and agricultural enterprises in Norway by using an implicit error component model to examine the risk structure of yields, prices and economic returns at the farm level. Results indicate a higher farm-level year-to-year variability in yields, prices and economic returns in salmon farming than in agricultural enterprises. The variability in livestock enterprises was generally lower than for crop enterprises. Return on assets was highest in salmon farming with an average annual return of 9.2%. All of the agricultural farm types exhibited a negative average...

ANALYZING FARM PARTICIPATION DECISIONS IN AGROTOURISM ACTIVITIES IN NORWAY: SOME WELFARE IMPLICATIONS AgEcon
Loureiro, Maria L.; Jervell-Moxnes, Anne.
The aim of this paper is to assess the role played by socio-demographic factors, the financial situation of the farm household, as well as the productive orientation and physical location of the farm on the adoption of agro-tourism activities in Norway. Agro-tourism activities in Norway can be classified mainly into two groups: a) renting of fishing and hunting rights, and b) renting of rooms on the farm, huts, cabin, and provision or direct sell of food to travelers. Results indicate that factors such as the size and the location (rural or semi-rural) of the farm play a statistically significant and more important role on the decision of renting fishing and hunting rights than on the development of other agro-tourism activities on the farm. On the...

Bio-economic management strategy evaluation of deepwater stocks using the FLBEIA model ArchiMer
Garcia, Dorleta; Urtizberea, Agurtzane; Diez, Guzman; Gil, Juan; Marchal, Paul.
Deepwater fish are characterized by long lifespans, late maturity and low productivity. This implies slow recovery from low biomass levels and it is, therefore, important to manage these stocks correctly to avoid overfishing. However, these stocks are generally data poor, which it makes difficult to apply quantitative assessment models on which to base their management. The management strategy evaluation (MSE) approach consists in evaluating the performance of management strategies by simulation before their implementation. In the evaluation, the main sources of uncertainty in a fishery system and its management process should be taken into account in order to find robust management strategies. Thus, the MSE approach is relevant to the management of...

From Farmers to Farm Firms - Some Recent Changes in Norwegian Politics and Implications for Agricultural Statistics AgEcon
Hegrenes, Agnar; Bye, Anne Snellingen.
This paper was inspired by some changes in the criteria for being entitled to subsidies in Norwegian agriculture, and the changes this induced in agricultural statistics. Although the paper is concerned with Norway only, the Norwegian experiences might be of interest to a broader audience. It illustrates some of the challenges which can occur when statistics is based on register data, and the register owner make changes in the criteria and thus in the information gathered.

Peristenus varisae spec. nov. (Hymenoptera: Braconidae) parasitizing the European tarnished plant bug, Lygus rugulipennis Poppius (Heteroptera: Miridae) Naturalis
Varis, A.-L.; Achterberg, C. van.
Nymphs and adults of Lygus species, mainly L. rugulipennis Poppius were collected from wheat fields in southern Finland, near Helsinki. The parasitization rate of braconid species was determined by dissection of the hosts. Parasitoids were reared from separate samples from the same fields. The parasitization rate was low, the maximum percentage occurring during the season, examined in 10-day periods, was 14%. All nymphal instars, except the first one, were found to be parasitized; the mean varied from 3% (third instar) to 6.5% (fourth instar). In adult hosts the mean parasitization rate was 2% in males and 4% in females. The percentage of parasitization in both nymphs and adults was higher in wheat bordering fields with a mixture of field bean and oats or...

Policy Design as an Irreversible Investment Under Uncertainty: Norwegian Agriculture and the WTO AgEcon
Mittenzwei, Klaus.
This paper is concerned with the timing of an agricultural policy reform under uncertainty. The focus is on the opportunity cost of giving up the option to wait when implementing a policy reform. Including the option value in applied policy analysis can help explain why conventional analyses may find observed policies to be Pareto-inferior. Furthermore, it explains why otherwise profitable policy reforms may be delayed. The theoretical model is applied to Norwegian agricultural policy anticipating a prospective WTO agreement. It is argued that the option value should be incorporated into applied policy analysis when high uncertainty prevails.

Rethinking Social Contracts: Building Resilience in a Changing Climate Ecology and Society
O'Brien, Karen; Department of Sociology and Human Geography, University of Oslo, Norway; karen.obrien@sosgeo.uio.no; Hayward, Bronwyn; School of Political Science and Communication, University of Canterbury, New Zealand; bronwyn.hayward@canterbury.ac.nz; Berkes, Fikret; University of Manitoba, Canada; berkes@cc.umanitoba.ca.
Social contracts play an important role in defining the reciprocal rights, obligations, and responsibilities between states and citizens. Climate change is creating new challenges for both states and citizens, inevitably forcing a rethinking of existing and evolving social contracts. In particular, the social arrangements that enhance the well-being and security of both present and future generations are likely to undergo dramatic transformations in response to ecosystem changes, more extreme weather events, and the consequences of social–ecological changes in distant locations. The types of social contracts that evolve in the face of a changing climate will have considerable implications for adaptation policies and processes. We consider how a...

Towards the Optimal Management of the Northeast Arctic Cod Fishery AgEcon
Richter, Andries; Eikeset, Anne Maria; Stenseth, Nils Chr.; van Soest, Daan P..
The objectives pursued by governments managing fisheries may include maximizing profits, minimizing the impact on the marine ecosystem, or securing employment, which all require adjusting the composition of the fishing fleet. We develop a management plan that can be adapted to those objectives and allows the regulator to compare the long-run profits between the various management options. We apply the model to the case of Northeast Arctic cod, and estimate the cost and harvesting functions of various vessel types, the demand function, and a biological model to provide key insights regarding the optimal management of this valuable fish species.

Variations in nitrogen utilisation on conventional and organic dairy farms in Norway Organic Eprints
Koesling, Matthias; Hansen, Sissel; Bleken, Marina Azzaroli.
Reduced N-surpluses in dairy farming is a strategy to reduce the environmental pollution from this production. This study was designed to analyse the important variables influencing nitrogen (N) surplus per hectare and per unit of N in produce for dairy farms and dairy systems across 10 certified organic and 10 conventional com- mercial dairy farms in Møre og Romsdal County, Norway, between 2010 and 2012. The N-surplus per hectare was calculated as N-input (net N-purchase and inputs from biological N-fixation, atmospheric deposition and free rangeland) minus N in produce (sold milk and meat gain), and the N-surplus per unit of N-produce as net N- input divided by N in produce. On average, the organic farms produced milk and meat with lower N-surplus per...

Variations of energy intensities and potential for improvements in energy utilization on conventional and organic Norwegian dairy farms Organic Eprints
Koesling, Matthias; Hansen, Sissel; Schueler, Maximilian.
Due to the limited resources of fossil fuels and the need to mitigate climate change, energy utilization for all human activity has to be improved. The objective of this study was to analyse the correlation between energy intensity on dairy farms and production mode, to examine the influence of machinery and buildings on energy intensity, and to find production related solutions for conventional and organic dairy farms to reduce energy intensity. Data from ten conventional and ten organic commercial dairy farms in Norway from 2010-2012 were used to calculate the amount of embodied energy as the sum of primary energy used for production of inputs from cradle-to-farm gates using a life cycle assessment (LCA) approach. Energy intensities of dairy farms were...
